STARTUP ACTIVITIES DELAYED Problems with the containment hydrogen skimming lines (referred to as the CEQ system) and with Solid State Protection System (SSPS) relays have delayed startup at the Donald C.

Cook Nuclear Plant. Originally, the licensee planned to heat up Unit 1 on January 7,

1998, with Unit 2 heatup to follow at a later date.

Now the licensee has postponed Unit 1 heatup until January 18, 1998.

The two units have been shut down since September 1997 to resolve issues identified in an NRC architect-engineering inspection and other inspections.

The NRC staff is current reviewing the licensee's actions in response to the inspection findings. A Confirmatory Action Letter was issued by NRC Regi'on III (Chicago) on September 19, 1997.

In response to the discovery that one of the CEQ lines on Unit 2 was blocked (reference event notification 33329, dated November 30, 1997) the licensee committed to perform flow testing of the CEQ system in both Unit 1 and Unit 2.

The CEQ system's function is to prevent hydrogen buildup which may accumulate in the containment under certain accident conditions.

Flow. testing in Unit 1 identified air flows in the containment that were less than designed due to a mispositioned isolation damper (reference EN

33489, dated January 4, 1998).

The CEQ system was declared inoperable by the licensee.

Subsequent difficulties in replicating post accident containment differential pressures between upper and lower containment and other equipment problems have delayed system testing until solutions to the air flow problems are identified. An operable CEQ system is required prior to commencing heatup of either unit.

On Thursday, January 8, 1998, the licensee identified cracks in the covers to 38 SSPS master relays. Prior to 1989 the licensee had performed relay testing by removing the cover to the relays and manually actuating the contacts.

The force involved in removing the covers caused the covers to crack and also caused cracks in the ceramic base of the relay.

PNO-III-98-004 The lidensee questioned the seismic operability of the relays and has elected to replace those relays with cracks identified in the covers.

Other similar relays will also be inspected.

Replacement of the relays and subsequent post maintenance testing could take approximately 2 weeks.

The State of Michigan will be notified. The information in this preliminary notification has been reviewed with licensee management.
