Verbal confirmation was received from both American Telephone s Telegraph Company (ATILT) and Southern Bell Telephone 6 Telegraph Company (SBTGT) that the "hotline" was not powered by the local telephone company.
On June 27, 1980, this was verified by direct inspection with a SBTGT representative.
Item 2 Those facilities which have station packages requiring on-site power, but which are not connected to a safeguards instrumentation bus which is backed up by batteries and an inverter or equally reliable power supply, shall make neces-sary modifications and provide such a connection.

The four on-site extensions of the ENS are powered by an equally reliable power supply.
A description of the system is provided below.
The Emergency Notification System (ENS) for the Turkey Point site is via circuit GP-01496 which is leased to the U.S. Government from American Telephone 6 Telegraph Company.
The ENS requires a station package which operates on 110 VAC.
At Turkey Point there are two (2) station packages.

¹1 is served, from the fossil station service 480V Motor Control t
Center (MCC) and is designed to be normally powered from fossil Unit No.
2 via the 2A 4160 V bus with automatic transfer upon loss of the 2A bus to the 1B 4160 V bus of fossil Unit No. 1.
Manual ties exist to provide power from the 2B bus of fossil Unit No.
2 'and from the 1A bus of fossil Unit No. l.
Upon a loss of off-site power without a~turbin'e trip on both fossil units, power will remain available via either'th'e Unit No.
1 or Unit No.
2 auxiliary transformers.
However, if a loss of off-site power occurs and both fossil unit auxiliary trans-formers are not available, then the station package can be energized via the 1B or 2B 4160 V busses by manually starting any one of the five 2500 KW "black start" diesel generators.
Based on the small probability of the multiple failures necessary to render the feed to station package
¹1 inoperable and the limited time duration prior to restoration of power for the worst case multiple failure, FPL does not plan to make any modifications to the power supply for station package ¹l.

Station Package
¹2 is powered from an overhead distribution feeder from the Florida City substation via an aerial transformer.
Upon a loss of power to the transformer, this extension will be rendered inoperable.
FPL is not plan-ning to make any modifications to the power supply to this station package since the system configuration was designed by ATILT working with the USNRC; Item 3 All facilities are to develop and conduct a test, within 60 days of the issu-ance of this bulletin, to verify that all extensions of the ENS located at your facility(ies) would remain fully operable from the facility(ies) to the NRC Operations Center in the event of a loss of off-site power to your facility(ies).
This is not intended to mean that an actual loss of off-site power be executed.
Switching necessary to test Station Package
¹1 would unnecessarily jeopardize system reliability by potentially having a loss of both fossil Unit Nos.

We have however in the past demonstrated the syst: em configuration by energizing the fossil Station Service MCC via the "black start" diesel-generators.
It is a moot point to test station package ¹2.
We are aware that the extension served by this package will be rendered inoperable by loss of off-site power.
Item 4 If it is determined that a station package requiring on-site power is not con-nected to safeguards instrumentation bus backed up by automatic transfer to batteries and an inverter or an equally reliable power supply, notify the NRC Operations Center via the ENS within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> after such determination.

The determination was made that station package
¹2 would be inoperable following a loss of off-site power.
The NRC Operations Center was notified via the EHS on August 14, 1980.
It'5 Prepare and issue an admina.strative procedure or directive which requires noti-fication to the NRC Operations Center by commercial telephone or relayed message within one hour of the time that one or more extensions of the ENS located at your facility(ies) is subsequently found to be inoperable for any reason.

I Procedures EP 20004, Loss of Off-Site Power, and AP 0103.12', Notification of Significant Events to NRC, has been revised and reviewed by the on-site review group to incorporate the above requirements.
