UNITED STATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D.C. 20555-0001 March 8, 2018

Ms. Barbara Nick President and Chief Executive Officer Dairyland Power Cooperative 3200 East Ave. S., P.O. Box 817 La Crosse, WI 54602-0817

SUBJECT: REQUEST FOR ADDITIONAL INFORMATION REGARDING DAIRYLAND POWER COOPERATIVE'S DECOMMISSIONING FUNDING PLAN UPDATE FOR LA CROSSE BOILING WATER REACTOR INDEPENDENT SPENT FUEL STORAGE INSTALLATION Dear Ms. Nick:

By letter dated March 14, 2016, Dairyland Power Cooperative (DPC) submitted for U.S. Nuclear Regulatory Commission (NRC) staff review and approval, a decommissioning funding plan update (DFP Update) for the independent spent fuel storage installation (ISFSI) at La Crosse Boiling Water Reactor (Agencywide Documents Access and Management System Accession No. ML16102A101). The NRC staff reviewed DPC's DFP update for the ISFSI and believes DPC's submittal was not sufficient to meet the intent of the requirement in Title 10 of the Code of Federal Regulations (10 CFR) 72.30(c). The DFP update does not provide sufficient information to allow the NRC to determine that the events listed in 10 CFR 72.30(c)(1)-(4) have been specifically considered. The NRC staff need the information identified in the enclosure to this letter. We request that you provide this information within forty-five (45) working day of the date of this letter. Inform us at your earliest convenience, but no later than 2 weeks prior to the due date, if you are not able to provide the information by that date. To assist us in re-scheduling your review, you should include a new proposed submittal date and the reasons for the delay. Discussion of the request for additional information (RAI) and RAI response date occurred February 27, 2018.

B. Nick -2- The staff is available to clarify these questions, and if necessary to meet and discuss your proposed responses. If you have any questions regarding this matter, please contact me by e-mail at pamela.longmire@nrc.gov. Sincerely,

/RA/
