50-280/90-09 AND 50-281/90-09 In a June 14, 1990 letter (Serial No.90-312), we responded to NRC Inspection Report No. 50-280,281 /90:..09. Our response included a corrective action plan with scheduled completion dates. One of the items in the action plan indicated that the technical and human factors comments from the Emergency Operating Procedure (EOP) inspection would be evaluated and appropriate corrective actions would be completed with a revision to the EOPs, scheduled for implementation by March 31, 1991. The purpose of this letter is to provide the status of the corrective actions/enhancements in our response to Inspector.Follow-up Item (IFI) 280,281/90-09-07, "Corrective actions for all technical and human factors comments, paragraph 3 and Appendix B."
Implementation of an EOP revision will occur as planned by March 31, 1991.
Corrective actions/enhancements in three areas related to IFI 280,281 /90-09-07 are being performed_as part of long term projects and, therefore, will not be included in the EOP revision being implemented. The three items, for which specific EOPs and the associated Appendix B paragraph numbers are identified in the attachment, are:
the meter scale for charging flow being difficult to read at low flow rates, the lack of an auxiliary feedwater (AFW) total flow meter, making it necessary to determine total flow from a combination of gages, and various component labeling enhancem-ents.
The scale modification for the charging flow meter and the AFW total flow meter modification are being accomplished as part of our ongoing Control Room Design 1
Review (CRDR) project. As noted in September 21, 1990 and March 4, 1991 letters (Serial Nos.90-569 and 91-082), several CRDR items were rescheduled primarily to

letters, it is our intention to reassess a number of the CRDR items in view of operational experience and observed operator performance on the simulator. These EOP-related CRDR flow meter modifications will be closed out either by completion or by some other disposition based on reassessment by the end of 1994.
The component labeling enhancements are being accomplished in conjunction with our ongoing Configuration Management Project. As recently as March 15, 1991, the NRC was advised during our Configuration Management Project Update that the component labeling portion of the program is scheduled to be complete by the end of the first quarter of 1993.
