Background
Exxon's current license generally limits their operations to those with material of maximum 5% enrichment. The proposed amendment concerns processing of a single batch of UO2 pellets containing 4.4 kilograms of uranium at 13% enrichment. The pellets are to be centerless ground in the Process Engineering Laboratory.
Discussion The material to be processed consists of a critically safe batch of oxide pellets to be processed at a single grinding station in the Process Engineering Laboratory. The material will be kept isolated fren other special nuclear material and the entire batch, including waste material from the grinder, will be returned to Exxon's customer after completion of the work. The criticality safety of the batch was con-firmed by reference to TID-7028 and the UK AHSB Handbook.
The proposed amendment was discussed on June 7,1979, with Mr. II. Cooley, Region I principal inspector of the Exxon Plant, and he saw no objection to its issuance.
Conclusion and Recommendation Based on the facts summarized above, I believe that the proposed license amendment can be issued without undue risk to the health and safety of the public.
Further, the issuance of this license amenament is not deemed to be a ma]or federal action significantly affecting the quality of the human environment; and thus, pursuant to 10 CFR 51, Section 51.5(d)(4), an environmental impact statement, negative declaration, or enviconmental appraisal need not be prepared.
