Dear Mr. Collins:
RE: NRC Letter Docket #50-320, John T. Collins to John G. Herbein 10/12/79.
The following is in response to NRC comments provided in the referenced letter on procedures EP-33, EP-34 and Z-39.
Item numbers correspond to the referenced letter.
- 1. The 20 gpm fill rate limit of procedure R-2-79-045 is considered by the NRC to be inadequate for the purpose of filling the "B" OTSG under direction of EP-34.
GPU Technical Support agrees with the NRC and will initiate a change to R-2-79-045 to add a section for rapid fill under direction of EP-34.
- 2. A memorandum will be issued to Operations providing guidance on future control of the turbine bypass valve. This memorandum will specify no further closing of the valve from the present 17% open. This recommendation is based on:
a.) A general desire to not perturbate the present stable natural circulation perfoe.ance.
b.) The previous administrative procedure requiring periodic closing of the valve was motivated by the desire to maintain steam pressure above a value that would allow for adequate draining of condensate from the main and bypass steam lines.
Subsequently, an additional drain system and procedure has been implemented that obviates this minimum pressure requirement.

A new procedure is currently being drafted which, when performed, will temporarily seal Penetration R-401 at the containment end of the Penetration. The basic idea of this proceduce is to prr;;.it the possibility of water leaking into the M-20 area when the Reactor Building water level exceeds the elevation..of the penetration. ' Sampling may be resumed when the water level is below the penetration.
The attached figure demonstrates how this seal is to be accomplished.
