This refers :o the QA Prcgras inspection conducted by Mr. V. H. Hunter of :his office on October 30 to Neve=ber 1, 1979, of your facility at Willia = sport, Pennsylvania, associated with the fabrication of nuclear valves and to the discussions of our findings with you and others at the conclusion of the inspection.

This inspection was made :o confirm that, in the areas inspected, youc QA Program is being effectively i=ple=ented.

The inspectien effort is ac::. fesigned to assure that unique quality requirements i= posed by a customer are being implemented; nor to assure that a specific product. compenent or service provided by you to your customers, is of acceptable quality.

As you knew, the NRC requires each of its licensees to assu=a full responsibility for the quality of specific produe:s, ccupenents or services procured from others.

You should therefore not conclude tha: the NRC's inspection exempts ycu frem inspections by an NRC licensee or his agents nor fro = taking effective cor-rective ac:icn in response to their findings.

Areas examined and our findings are discussed in the enclosed report.

Within these areas, the inspection censisted of an examination of procedures and representative records, interviews with personnel, and observations by :he inspector.

During :he inspection it was found that the i=plementation of your QA Program failed to meet certain NRC require =ents.

The specific findings and references to the pertinent require =ents are identified in the enclosures to this letter.

Please provide us within thirty (30) days of your receipt of this report a sritten sta:e=ent containing, (1) a description of steps that have been or will be taken to corra

Part 2, Title 10, Ccde of Federal Regulations, a copy of this letter with enclosure and your reply, together with the enclosed inspection report will be placed in the Cc==1ssion's Public Decu=ent Recm.

If this report contains any information that ycu believe to be proprietary, it is necessary that vou make a written application within thirty (30) days to this office to withheld such information from public disclosure.

Any such application =ust include a full statement of the reasons en the basis of which it is claimed that the infor=a-tion is proprietary, and should be prepared so that proprietary information identified in the applicat on is contained in a separate part of the document.

If we do not hear f res you in this regard within the specified period, the report will be placed in the Public Decu=ent Room.
