Dear Mr. Oprea:
Mr. Gregory Copeland's letter of March 12, 1979 to the Allens Creek Atomic Safety and Licensing Board indicated that Houston Lighting &
Power has made a commitment to barge the reactor pressure vessel up the San Bernard River to an off-loading point near Farm to Market Road 522.
Construction of the unloading facility at that point is an activity that has not been evaluated by the Commission. As required by Section 7.h cf the Allens Creek FES Supplement, please provide us with an environmental evaluation of this activity. This evalua-tion should include the material listed in the attached request for additional infonnation.
Your response should be available for our review by April 23, 1979.
If you cannot meet this date, please infonn us within seven days of receipt of this letter. Please contact us if you desire any discussion or clarification of the enclosed request.

ENCLOSURE ALLENS CREEK NUCLEAR GENERATING STATION UNIT 1 DOCKET N0. 50-466 REQUEST FOR ADDITIONAL INFORMATION 1.
Provide a map identifying the location of the barge slip.
2.
Describe the San Bernard River in the area (both up-and downstream) of the barge slip.
3.
Identify any of the following within this area:
a.
Recreational areas b.
Fish spawning areas c.
Backwaters d.
Marshes e.
Any other feature unique to this general portion of the river.
4.
Describe the finished barge slip and the proposed method of construction.
Identify any dredging or other activity that would result in river siltation.
5.
Describe when the slip will be built and when it will be used.
6.
Describe plans for maintenance or removal of the barge slip after the pressure vessel has been off-loaded.
7.
Describe the Federal maintenance procedures referred to in the March 12,1979 letter to the hearing board.
What is the frequency of maintenance in the section of the San Bernard River from its mouth to the location of the barge slip? Will such maintenance be required as a condition for barge transit?
