Inspection on January 16-19, 1979 (Report No. 70-33/79-01)

Area Inspected:

Routine unannounced inspection by regional based inspectors of nuclear material contral and accounting in the area of: measurement and statis-tical control.

The inspection involved 72 inspector-hours on site by 3 NRC regional based inspectors.

Resul ts:

In the area inspected, no items of noncompliance were identified.

Organization An organizational change has been instituted by the licensee.

The revisad organization structure has the Manager, HFIR Project, reporting to the MSD Manufacturing Manager.

This change has not decreased the overall effectiveness and control of the Nuclear Material Control and Accountability Section.

No items of noncompliance were noted.

Measurement and Statistical Control Non destructive assay was performed by the inspectors on HFIR fuel plates using the Tracor Northern-1705 Multi Channel Analyzer with a 2 "x 2" sodium iodide [NAI(TL)] crystal.

The " standard plate" technique was used to measure the fuel plates.

The licensee's gamma standard plate was measured twenty times for calibration and determination of error for the assay system.

Measurements were made on 572 plates, representing twenty-four lots, randomly selected from the total of forty-seven lots on inventory.

The results of the measurements are depicted in the following table.
