FitzPatrick Emergency amendment public conference call discussion points - 3 On-Load Tap Changer In the draft LAR dated October 2, 2019, Attachment 1, Section 2.0, the following is stated: Loss or degradation of normal AC power at the 4 KV level results in an automatic fast transfer or automatic residual transfer to the offsite AC power sources through the RSSTs 71T-2 and 71T-3. These transformers contain an On-Load Tap Changer to maintain the 4KV Bus voltages under various analyzed scenarios.
The licensee stated today in case the existing RSST 71T-3 cannot be repaired, the alternative will be to replace RSST 71T-3 with an old spare transformer. Does the old spare transformer has an On-Load Tap Changer? If not, will it impact the degraded voltage setpoints specified in JAFNPP TS Table 3.3.8.1-1.
