Dear Pr. ficsenzo:
Thank you for your letter of February 23 transmitting information en the status of Facility Attachments for various reacters and intermediate consignces involved in pending tiRC exoort license applications.
A questien has arisen regarding the status of one facility discussed in your letter. Tne L3RL Reactor at Lung-tan, Taiwan apparently does not have a completed Facility Attachment.
According to your letter (page 3 of the Enclosure) the reason is that "no safeguards actions have been taken in view of facility completion date." Mcwever, we have a copy of a letter from Ji-Peng Chien, the Director of the Institute of Nuclear Energy Research at Lung-tan, Taiwan (Enclosure A), which states that the Water Boiler Reactor, Lung-tan (WBRL) "has completed construction for quite sometime."
We would appreciate it if you could review the current status of cc=pletion of this facility.

I have been informed that the export license for our purchase of UF6 with about 19% enrichment has been held up by you.
I would like to explain to you the reasons of this procurement.
At the time when we obtained concurrence.frc=
your government to reprocess the spent fuel from Tsing Hua University, a water boiler reactor was projected which was to get fuel out of the processing (See attachment).
Now our W3R has completed construction work, but the reprocessing laboratory that was t6 supply fuel thereto had been disman:1 when it was ready to reprocess the Tsing F.ua spent fuel.
For th'is reason when each time the W3R fuel problem was brought up before your nuclear visiting team they have expre favorable opinion for the supply.
Mav I reassure you that the UF-with c. roc.osed c.uantity o
in its entirety will be converted into uranyl sulfate soluti and then used as reactor fuel in our Water Boiler Reactor, Lungtan (WBRL) which has completed construction for quite soi time.
No other use ' whatsoever will it be diverted.
