No. 4392 TRISO-X Fuel Fabrication Facility T.I.A - For: Sargent & Lundy, LLC 1.0 Introduction Mattern & Craig, Inc. was commissioned by Sargent & Lundy, LLC to perform a Traffic Impact Analysis (TIA) for a proposed TRISO-X Fuel Fabrication Facility located within the Horizon Center Industrial Park in Oak Ridge, Tennessee. The proposed facility is located west of Renovare Boulevard, between Imperium Drive and Novus Drive, with trips traveling to the site using SR-95 (Oak Ridge Turnpike). This study will analyze the impacts that this development will have on the study area. Figure 1.1 depicts the location of the proposed development and the surrounding area.

The study area encompasses the unsignalized intersections of Novus Drive and Imperium Drive along SR-95 (Oak Ridge Turnpike) and Novus Drive at Palladium Way. The study area omits the unsignalized intersections of Novus Drive and Imperium Drive along Renovare Boulevard, as the existing and proposed site trip movements at these intersections are non-conflicting (as in, they can be made concurrently). The areas south of Novus Drive and north of Imperium Drive are currently undeveloped; thus, any traffic that goes to these dead ends would be minimal and have no impacts to the operation at these intersections.

SR-95 (Oak Ridge Turnpike) is a state-maintained, principal arterial consisting of four travel lanes with a depressed grass median and a posted speed limit of 55 mph through the study area. Novus 1

Palladium Way is a city maintained local road with two travel lanes and no posted speed limit. Renovare Boulevard is a city maintained local road with two travel lanes with a raised grass median, a posted speed limit of 25 mph, and dead ends south of Novus Drive and north of Imperium Drive. Imperium Drive is a city maintained local road consisting of four travel lanes with a raised grass median and a posted speed limit of 25 mph.

This report includes a description of the proposed development, discussion of existing and projected traffic volumes in the study area, quantification of the number of trips anticipated to be generated by the proposed development, and level of service and queuing analyses. This study will analyze two weekday peak hour periods: AM and PM.

2.0 Proposed Development The proposed development will consist of several facilities located on approximately 110 acres within the Horizon Center Industrial Park. This report will analyze this development in two phases:

Construction and Operational. The construction of the proposed development will take approximately two years to complete, with construction being fully complete and facilities being operational in 2025. As part of the Construction Phase of the development, a single access point will be located on Renovare Boulevard and will be used for all construction activities. Once construction is completed and the facility is fully operational, the site will include two access points, a main entrance located on Renovare Boulevard, and a secondary entrance that will be the fourth leg at the existing intersection of Novus Drive at Renovare Boulevard. The main entrance will be used for all daily operations, while the secondary entrance will be used only under special circumstances. For the purposes of this analysis, all proposed site generated traffic will use the main entrance during the Operational Phase. The preliminary site layout is included in Appendix A.

2.1 Proposed Development Assumptions The geographic location of the proposed development is, in general, north and west of surrounding large residential areas. Available population and employment data suggest a large portion of the workforce would likely come from Knox, Loudon, and Roane Counties (east, west, and south of the site); with a smaller portion coming from Anderson and Morgan Counties (north of the site).

The most time efficient route to this site for the majority of the surrounding area is via I-40 to the south. Thus, it is conservatively assumed that the trips generated by this development would be evenly distributed from the north and south along SR-95 for both the Construction and Operational phases. It is also assumed that all shift changes, for both phases, will coincide with the peak hours of adjacent street traffic and all employees will arrive and leave the site at the same time.

x SR-95 (Oak Ridge Turnpike) at Novus Drive x Novus Drive at Palladium Way x SR-95 (Oak Ridge Turnpike) at Imperium Drive The existing traffic counts are included in Appendix B.

The weekday AM and PM peak hours at the intersections, as indicated by the turning movement counts, are 7:00 - 8:00 AM and 4:15 - 5:15 PM.

The 2023 Existing traffic volumes at the intersections are presented in Figure 3.1 for the AM and PM peak hours.

No. 4392 TRISO-X Fuel Fabrication Facility T.I.A - For: Sargent & Lundy, LLC 4.0 Background Traffic Volumes As mentioned previously, the proposed development is assumed to be constructed and fully operational in 2025. Therefore, the design year 2025 will be used for analysis during each phase of the development. Background traffic is that which would be anticipated to utilize the existing street network at the time the proposed development is expected to be completed and occupied, but without the traffic generated by the new development. Based on TDOTs traffic history, the study area has experienced an average traffic growth rate of 2.5% over the previous 10 years; thus a 2.5% annual traffic growth rate is used for this analysis. This growth rate was applied to the existing turning movement counts to calculate the background traffic volumes for the design year.

2025 Background traffic volumes are presented in Figure 4.1 for the AM and PM peak hours.

No. 4392 TRISO-X Fuel Fabrication Facility T.I.A - For: Sargent & Lundy, LLC 5.0 Projected Development Volumes Due to the special nature of the facilities located within this development, trip generation volumes for this development were provided by Sargent & Lundy for both the Construction and Operational phases. These volumes are based on volumes experienced at similar facilities.

During the Construction phase, it is anticipated that approximately 150 trips will be generated by construction workers during the peak hours, and approximately 2 trips will be generated by deliveries and waste removal during the peak hours. For this analysis, it is assumed all 152 trips will arrive to the site during the AM peak hour and exit the site during the PM peak hour.

During the Operational phase, it is anticipated that approximately 500 trips will be generated by weekday staff members during the peak hours. For this analysis, it is assumed all 500 trips will arrive to the site during the AM peak hour and exit the site during the PM peak hour.

5.1 Trip Distribution As previously mentioned, the proposed development will have a single access point on Renovare Boulevard during the Construction Phase and two access points during the Operational Phase.

Based on the location of the site access points, geographical location of the site, and the proximity to other nearby highways, it is assumed trips generated from the site will be split equally with 50%

from the north and 50% from the south during both the Construction and Operational phases. This distribution is depicted in Figure 5.1 for the AM and PM peak hours.

By combining the information from Figure 5.1 with the information provided in Section 5.0, the resulting trips can be assigned to the street network. Construction phase trips are depicted in Figure 5.2 for the AM peak hour, and Figure 5.3 for the PM peak hour. Operational phase trips are depicted in Figure 5.4 for the AM peak hour, and Figure 5.5 for the PM peak hour.

5.2 2025 Future Traffic Volumes The 2025 Future traffic volumes are determined by summing the site generated trips (Figure 5.2

- Figure 5.5) with the 2025 Background traffic (Figure 4.1) for the AM and PM peak hours. The 2025 Construction phase peak hour traffic volumes are presented in Figure 5.6 for the AM and PM peak hours, and 2025 Operational phase peak hour traffic volumes are presented in Figure 5.7 for the AM and PM peak hours.

No. 4392 TRISO-X Fuel Fabrication Facility T.I.A - For: Sargent & Lundy, LLC 6.0 Traffic Operations Analysis Synchro traffic software was used to analyze the operational conditions for the study area for the 2023 Existing, 2025 Background, 2025 Construction phase, and 2025 Operational phase scenarios, for the weekday AM and PM peak hours. SimTraffic simulation software was used in conjunction with Synchro to analyze vehicle queues.

6.1 Level of Service Synchro reports operational Level of Service (LOS) at an intersection with a letter designation and with an average delay time in seconds for vehicles stopped at the intersection. Level of service is a quantitative measure of driver perception of delay (waiting time) experienced at an intersection, and LOS is based on the delay thresholds specified in the Highway Capacity Manual (HCM). LOS conditions range from A (little delay) to F (very long delay). Table 6.1 reflects the delay ranges in seconds drivers may experience for a corresponding level of service for unsignalized intersections. For unsignalized intersections, levels of service are based on critical gap, the minimum time interval in the major street traffic stream that allows entry for one minor street vehicle from an intersection, particularly the left turn vehicles. LOS E is generally considered to be the minimum design standard. At an unsignalized intersection, LOS F occurs when there are not enough minimum gaps to allow the movements on the minor street to enter the major street in a "reasonable" amount of time.

>50 The procedures used by Synchro and SimTraffic are in accordance with the methodologies stated in the Highway Capacity Manual (HCM) for intersection analysis. SimTraffic analysis results are summarized in Section 7.0.

Please note that analysis results for unsignalized intersections do not provide level of service results for all approaches, but rather a level of service for movements and/or approaches that have a conflicting movement. In this study, level of service is the basis for the evaluation of existing traffic conditions and the impacts of the traffic generated by the proposed site on the study network roadways.

Table 6.2 summarizes the LOS for each scenario, and each intersection. Detailed Synchro reports for all intersections and all scenarios are included in Appendix E.

6.2.1 Unsignalized Intersection of SR-95 (Oak Ridge Turnpike) at Novus Drive This intersection experiences an acceptable level of service for each approach for all scenarios and both peak hours periods. The additional traffic generated by the development has a minimal impact on this intersection. The additional traffic does not cause a burden to this intersection.

6.2.2 Unsignalized Intersection of Novus Drive at Palladium Way This intersection experiences an acceptable level of service for each approach for all scenarios and both peak hours periods. The additional traffic generated by the development has a minimal impact on this intersection. The additional traffic does not cause a burden to this intersection.

6.2.3 Unsignalized Intersection of SR-95 (Oak Ridge Turnpike) at Imperium Drive This intersection experiences an acceptable level of service for each scenario for the AM peak hour period. It experiences less than optimal level of service under existing and background scenarios and a poor level of service during both Construction and Operational phases for the PM peak hour period. This poor level of service is isolated to the eastbound left turn movement from Imperium Drive to northbound SR-95. This is due to the assumed large outbound traffic from the site during shift change. This problem is anticipated to be limited in duration (as in, on the order of 5 minutes) and the intersection will return to an acceptable level of service quickly. This analysis also assumes that the shift change will occur during the PM peak hour of adjacent street traffic. If this shift change takes place at an off-peak time, this level of service may improve to a more acceptable level.

6.2.4 Unsignalized Intersection of Renovare Boulevard at Site Access This intersection will be constructed as part of the development and was only analyzed in the Construction and Operational phase scenarios. During the Construction Phase, the northbound left/northbound through and southbound right/southbound through movements were analyzed as shared movements. During the Operational phase, a southbound right deceleration lane will be utilized as shown in the site plan. Additionally, during the Operational Phase analysis, a northbound left storage lane was modeled to allow the site generated traffic accessing the site to be separated from the through movements. This will be beneficial if the surrounding area is developed resulting in an increase of the northbound through movements on Renovare Boulevard.

With this lane configuration, the intersection experiences an acceptable level of service for each approach for the Construction and Operational phases during both peak hour periods.

7.1.1 SR-95 (Oak Ridge Turnpike) at Novus Drive The queue lengths experienced at this intersection does not exceed the available storage for all scenarios and each peak hour. The traffic generated by the development will not cause a burden to this intersection.

7.1.2 Novus Drive at Palladium Way The queue lengths experienced at this intersection does not exceed the available storage for all scenarios and each peak hour. The traffic generated by the development will not cause a burden to this intersection.

7.1.3 Intersection of SR-95 (Oak Ridge Turnpike) at Imperium Drive The queue lengths experienced at this intersection does not exceed the available storage for all scenarios and each peak hour. Despite the eastbound left queue during the PM peak hour of the Operational phase being approximately 750 feet, the storage is sufficient, and the queuing should not extend back to Renovare Boulevard. The traffic generated by the development will cause a burden to this intersection for a limited duration during the PM peak hour. This burden will be limited to the eastbound left turn along Imperium Drive during shift change of the facility. Despite the excessive queue length, there is adequate storage capacity for this queue.

7.1.4 Renovare Boulevard at Site Access Volume three of TDOTs Highway Safety Access Manual (HSAM) provides guidance on the use of left-turn lanes at driveways and side roads. Guidance set forth in HSAM states that when adequate space is available in a median for a dedicated left-turn lane without modifying the through lanes, a left-turn lane should be installed regardless of traffic volumes. The high volumes generated by this development and the capacity for future developments in the immediate area justify the need for a left-turn lane at this intersection from a safety and operational standpoint. Based on this information, this intersection was analyzed with a northbound left-turn lane under future conditions. The queue lengths experienced at this intersection do not exceed the available storage for all scenarios and each peak hour. The traffic generated by the development will not cause a burden to this intersection if a northbound left-turn is implemented. Thus, it is recommended to remove part of the existing raised median to provide a northbound left turn lane with a minimum 100 feet of storage and appropriate taper and deceleration lengths.

Conclusions This study analyzed existing, background, and future traffic operations at the unsignalized intersections of SR-95 (Oak Ridge Turnpike) at Novus Drive, Novus Drive at Palladium Way, Renovare Boulevard at Site Access, and SR-95 (Oak Ridge Turnpike) at Imperium Drive; as well as the impacts to traffic operations that might be expected during the Construction and Operational phases of the proposed development. This study evaluates impacts to vehicle level of service and delays and queue lengths.

The intersections in the study area experienced acceptable level of service and delays for existing and background scenarios for both peak hour periods. The site generated traffic has a minimal impact on most intersections in the study area. The less-than-optimal level of service experienced by the eastbound left movement at SR-95 (Oak Ridge Turnpike) at Imperium Drive during the PM peak hour of the 2025 Operational phase is based on the conservative assumptions of: the day shift ends during the SR-95 PM peak hour of 4:15 PM to 5:15 PM, all 500 employees will exit within that hour, and employees will evenly distribute their exits to the north and south. If any of these assumptions are not meet or are overly conservative, the movement will operate with less delay and a better level of service.

This study also analyzed the queue lengths for critical turning movements at all the intersections in the study area. All approaches experienced queue lengths that do not exceed the available storage under existing, background, and future scenarios for both peak hours. The traffic generated by the development will not cause a burden from a queuing perspective at the study intersections.

B. Recommendations The following recommendations are offered to accompany implementation of the proposed development:

1. At the intersection of Renovare Boulevard at Main Site Entrance:
a. Construct a northbound left turn lane along Renovare Boulevard, by removing the raised median, with a minimum of 100 feet of storage.
