Combined Inspections 50-289/79-20 and 50-320/79-26

This refers to the inspection conducted by Mr. H. Kister of this office

on September 19-October 22, 1979, at Three !!ile Island Nuclear Station,

Units 1 and 2, Middletown, Pennsylvania, of activities authorized by NRC

License Nos. DPR-50 and DPR-73 and to the discussions of our findings

held by Mr. R. McGaughy, of this office, with Mr. J. Herbein and other

members of your staff at the conclusion of the inspection.

Areas examined during this inspection period are described in the Office

of Inspection and Enforcement Inspection Report which is enclosed with

this letter.

Within these areas, the inspection activities consisted of

selective examinations of procedures and representative records, interviews

with licensee and contractor personnel, measurements made by the inspectors,

and observations by the inspectors. NRC personnel provided 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> per

day inspection coverage on site during this period.

NRC concerns identified during this inspection period were discussed

with management personnel in your organization when those concerns were

identified.

Corrective actions have been initiated, therefore additional

enforcement measures are not being taken at this time.

Further details

regarding the items involved are contained in the enclosed inspection

report.

We will review these actions during subsequent inspections of

your licensed activities.

With regard to the items discussed in the area of fire barrier penetrations

for Unit 2 (paragraph 7 enclosed), we are concerned about the timely

completion of corrective action for permanent repairs to the penetrations.

Accordingly, please submit by December 31, 1979, the nature of permanent

l

repairs and a time schedule for completion of these repairs to affected

fire barrier penetrations.

In accordance with Section 2.790 of the NRC's " Rules of Practice,"

Part 2, Title 10, Code of Federal Regulations, a copy of this letter and

the enclosures will be placed in the NRC's Public Document Room.

If

this report contains any information that you (or your contractor)

believe to be proprietary, it is necessary that you make a written

application within 20 days to this office to withhold such information

<

from public disclosure. Any such application must be accompanied by an

affidavit executed by the owner of the information, which identifies the

document or part sought to be withheld, and which contains a statement

'

of reasons which addresses with specificity the items which will be

considered by the Commission as listed in subparagraph (b)(4) of Section

2.790. The information sought to be withheld shall be incorporated as

far as possible into a separate part of the affidavit.

If we do not

hear from you in this regard within the specified period, the report

will be placed in the Public Document Room.
