Dear Ms. Colaman:
I am responding to your letter of September 3,1980 to Mr. H. R. Denton, concerning the issuance of a full-power license for the Salem Nuclear Generating Station, Unit 2.
Although that license has not been issued, your opposition to the issuance of the license, and that of the Lower Alloways Creek Township, has been recogni::ed by both the Director of the Office of Nuclear Reactor Regulation and the Comission. Their recognition is reflected in the Director's Denials of the petitions submitted by you and Mayor Donelson (00-80-17, dated April 16, 1980; DD-80-18, dated April 18,1980; and 00-80-19, dated April 29,1980). The Comission issued letters dated June 10,1980, May 22,1980 and May 29, 1980 respectively, notifying you that the time period nad elapsed without the Comission taking any action to review these decisions in whole or in part.
Therefore, the Director's decisions, pursuant to 10 CFR 2.206(c)(1) are the final agency actions on those proceedings. Copies of the Director's Denials are available in the local Public Document Room (Salem Free Public Library,112 West Broadway, Salem, New Jersey).
The emergency plans for the Salem nuclear plant are currently being reviewed by NRC. The plans of state and local authorities are being reviewed by the Federal Emergency Management Agency (FEMA). The acceptance criteria for both reviews are-stated in NUREG-0654/ FEMA-REP-1, " Criteria for Preparation and Evaluation of Radiological Emercency Response Plans and Preparedness in Support of Nuclear Power Plants." FEMA will provide the findings of its review and evaluation to NRC, and MC will make the licensing decision with regard to the overall state of emergency preparedness. Before an operating license for Sahm is issued, an mergency planning exercise involving the utility, and state and local emergency response organizations must be conducted, and a public meeting wi*1 be held, chair-ed by FEMA, in the vicinity of the Salem plant in order to explain the emergency plans to local residents.
The Public Service Electric and Gas Co. (PSEAG) will be required to provide a public information program on emergency plans. The program of public information and the implementing procedures for potential rwsponse are being formulated at the present time. PSEAG has employed a consultant to assist state and local authorities in the integration of their programs with that of the utility. MC endorses and en-courages local ecumunity participation in such efforts. A principal contact is:

In regard to your. cuestions concerning the emergency plans for the Salem plant, those plans are currently being reviewed by the Federal Emergency S'anaget:vnt Acency (FEFA). Follnwing the completion of the FEMA review, the emergency plans will be cocoared to thc-SRC requirements. When a set of emerrency plans have been developed by the state and local agencies which are acceptable to both FEPA and the NFC, FEMA will arrange for a public reeting in the vicinity of the Salem plant to explain the emergency plans to the local residents. The FEFA regional office will announce and publicize the public meeting.
