Dear Mr. Keppler:
The following is in response to an inspection conducted by Mr. L. R. Greger on April 27 and 28 and May 2-5, 1978 of activities at Dresden Station.
Reference (a) indicated items that appeared to be in noncompliance with NRC requirements.
Our response is enclosed in the attachment to this letter.

1.
INFRACTION Contrary 6o 10 CFR 20.201(b), adequate evaluations were not made to determine compliance with 10 CFR 20.103 for several individuals exhibiting high whole body counts during the fourth quarter of 1977 and the first quarter of 1978.
CORRECTIVE ACTION AND CORRECTIVE ACTION TO PREVENT RECURRENCE During the fourth quarter of 1977 and the first quarter of 1978, whole body ' counting results for fourteen individuals indicated that they may have exceeded the 40 MPC hour action level contained in 10 CFR 20.103.
Records for the fcurteen individuals were examined to determine their actual exposure to airborne concentrations of radioactive material.
This review which included examination of special work permits, time keeping records, respiratory equipment logs, air sample results, job assignment records and other station records indicated that it is doubtful that any individual exceeded the 40 MPC hour action level during any one week period.
In order to prevent further noncompliance, the whole body counting procedure has been revised.
This revision includes new conservatim action levels and guidelines for subsequent investigation when action levels are exceeded.

DEFICIENCY contrary to 10 CFR 71.12 (b), Type B quantities of by-product material were delivered to a, carrier for transport on several occasions during 1978, although copies of all documents referred to in the certificates of compliance were not possessed nor had NMSS been notified prior to first use of one of the f
shipping containers.
l CORRECTIVE ACTION AND CORRECTIVE ACTION TO PREVENT RECURRENCE Notification as required by 10 CFR 71.12(b) to NRC (NMSS) on the first use of a generally licensed shipping container was accomplished for two of the three containers utilized at Dresden.
The NRC notification for the third container was inadvertently not prepared.

O On May 4, 1978, a letter was sent to NMSS notifying them of the first use of this cask.
Confirmation from NMSS was received on May 23, 1978.
Thus compliance in this matter has been achieved.

Additional documentation as referenced in the cask certificates of co.pliance was received on July 7,1978.
DATE OF FULL COMFLIANCE Full compliance has been achieved.

DEFICIENCY Contrary to 10 CFR 71.62 (a), Type B quantities of by-product material were delivered to a carrier for transport on several occasions during 1978 without maintaining the required records.
CORRECTIVE ACTION AND CORRECTIVE ACTION TO PREVENT RECURRENCE In order to comply with the record-keeping requirements of 10 CFR 71.62 (a), the use of a radioactive waste cask shipment check sheet was Laplemented during June 1978.
This form, which will be maintained at the station, is used to document package identification by model number, results of determinations, regarding possible container damage, closure and sealing con-dition, and loading and closure requirements.
The shipping /
transferee address is currently being handwritten on the radioactive material shipment record.
DATE OF FULL COMPLIANCE Full compliance has been achieved.
