TRIP REPORT MCGUIRE UNIT NO.1 - E.MERGENCY PROCEDURE REVIEW NOVEMBER 11-12, 1980 On November 11 and 12,1980, the McGuire emergency precedure review team (see Enclosure 1 for memcers) visited the McGuire site to conduct simulator and control room walk-throughs of the emergency pr0cedures.
We first met..ith memcers of the applicant's operations staff, training staff, and licensing staff to discuss our coments from the desk review of the plant's emergency procedures. Enclosure 2 provides the list of attendees.
Folicwing this meeting and a brief tour of the site's training facility, the review team observed ocerators from the plant perforn various casualties on the simulator. Specific cements on each of the precedures were provided by the review team members and the operators as they went through the A problem of particular interest noted by the operators and the precedure.
review team was the lack of clear distincticn of when to use the abnormal operating procedures and when to use the emergency coerating procedures for a given casualty condition. This orablem was observed during a steam generator tube rupture condition and w ring a loss of feedwater condition.
Another problem identified was that inadequate guidance was available in the Inadequate Core Cooling procedure. If it becomes necessary to open the PCRV and if auxiliary feedwater is subsequently restored, the peccedure did not tell the operator wnat actions to take.

Cennis L. Ziemann Novemcer 21, 1980 After observing all the procedures performed on the simulator, the team observed a walk-througn of a loss of coolant accident in the plant's control room. Again, scecific ccmments were generated by the operators and tne review team memcers.
An exit meeting was conducted with tne plant mank,er and other Duke
- ersonnel (see Enclosure 3 for attendees). The comments generated during the on-site review, including the problems addressed above, were discussed.
The applicant stated that they would revise the emergency procedures to address all of the comments and to submit copies of the.evised procedures to us in abcut two weeks. We informed them that if we receive the revised precedures in two weeks and if the revision resolves all our comments, then we could write our SER input to support their scheduled full power license date.
It shculd also be noted that the applicant's personnel with wncm we worked were very cooperative and aided us greatly in doing our job.
