License No. DPR-3 This refers to your request dated July 15, 1970, for AEC authorization of Proposed Change No. 94 to the Tachnical Specifications of Facility License No. DPR-3 for the Yankee reactor.
The proposed change would allow operation of the Yankee reactor with the fuel loading configuration of Core IX.
We have reviewed the proposed loading of new and irradiated fuel assemblies into the three-regional pattern of Core IX.
We have also evaluated the methods and results of your nuclear and thermal analyses and the adequacy of the pro-posed control rod program, in conjunction with the initial restriction on reactor power level to maintain the therma 1 conditions of Core IX within acceptable limits. On the basis of these reviews and of our review of Yankee's past and present experience with similar a re loadings, we have determined that the reactor can be operated safely with the proposed Core IX.
We have concluded that the proposed change does not present significant hazards considerations not described or implicit in the Final Hazards Su= mary Report, and t tat there is reasonable assurance that the health and safety of the public will not be endangered by operation of the Yankee reactor in the manner proposed.
Accordingly, pursuant to Section 50.59,10 CFR 50, Proposed Change No. 94 is hereby authorized.
