Dear Sir:

Pursuant to Section 50.59 of the Commission's Rules and Regulations, Yankee Atomic Electric Company hereby proposes the following modification to Appendix A of the Operating License (Reference (1)).

PROPOSED CHA';GE: Ref erence is made to the Operating License No. DPR-3 issued to Yankee Atomic Electric Company for the Yankee Rowe plant.

We propose to amend the License as follows:

Modify Specification 3.9.7 (attached) of Appendix A of the Operating License to allow for the movement of the spent fuel inspection stand and fuel handling equipment over the spent fuel pit.

REASON FOR CU_CGE: The purpose of this Change is to allow for the handling of the spent fuel inspection stand and certain fuel handling equipment over the spent fuel pit.

The current specification, imposed by the NRC in Reference 2, limits loads handled over the spent fuel pit to 900 pounds with the exceptien of the spent fuel pit roof hatches (3,000 lbs each) and the spent fuel racks (12,600 lbs each).

At the tine the NRC issued this speci-fication, refueling operations were not considered and it is now necessary to include two more loads greater than 900 lbs as exceptions in the specification.

The spent fuel inspection stand weighs 3400 pounds.

This stand is installed routinely prior to refueling and will be located in the northwest corner of the spent fuel pit; removed from any active spent fuel racks.

Installation and removal of this stand will be done using approved written procedures and the stand itself will be prevented from traveling over spent fuel assemblies by strict administrative controls.

It is also desirable to include the spent fuel pit fuel handling equipment in the exception requested.

This equipment is presently either located in the spent fuel pit, i.e.

fuel upender, or above the pit on the fuel manipulator crane.

We propose to include this equipment in the exception based on the fact that any equipment removed will be handled using approved written procedures and in all cases would be prevented from travel over spent fuel assemblies by strict administrative control.

SAFETY CONSIDERATIONS: The handling of certain loads over the spent fuel pit has been carefully analyzed and does not compromise any safety considerations.

To insure this, strict administrative controls and approved written procedures are always established whenever work is done over the spent fuel pit.

This proposed change does not endanger the health and safety of the public.

This proposed change has been reviewed by the Nuclear Safety Audit and Revier Committee.

SCHEDULE OF CHANGE: Yankee Rowe Technical Specifications will be changed i=:ediately upon Commission approval.
