Dear Sir:

Pursuant to Section 50.59 of the Commission's Rules and Regulations, the Yankee Atomic Electric Company hereby requests the authorization to make the following change.

PROPOSED CHANGE:

Reference is made to Section 411 of the FHSR of the referenced license. We propose to replace Section 411 with the attached revised Section 411.

REASON FOR CHANGE:

In order to comply with Section 50.46 of the Commission's Rules and Regulations, a revised ECCS analysis is required.

DESCRIPTION OF CHANGE: The revised Section 411 will demonstrate the ability of the Yankee Design to comply with the Acceptance Criteria for ECCS as provided by Section 50.46 of the Commission's Rules and Regulations.

The methods used to demonstrate this compliance are in accordance with Appendix K of 10CFR50.

SAFETY CONSIDERATIONS: The revised analysis presented in the attached Section 411 clearly demonstrates that the Yankee Nuclear Power Station ECCS design is adequate to protect the health and safety of the public in the unlikely event of a loss of coolant accident.

This proposed change has been reviewed by the Nuclear Safety Audit and Review Committee.
