November 17, 1980 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-I 168 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Shippingport, PA Subiect:

REACTOR TRIP AND SAFETY INJECTION At 2:03 p.m., November 17, 1980, the reactor tripped due to a low steam pressure signal. Cause appears to have been the placing of the wrong channel in trip when an intermittent fault became evident on another instrument. Since the HPSI pump shutoff head is above operating pressure, s'ater was injected. After completing required checks, safety injection was secured at 2:11 p.m.

Before the trip, reactor power was E-6 amps in the intermediate range (1 decade below the power range). There is no significant power history on the core. There were no radiation alarms or primary pressure decreases.

The outage will last at least 2 days while boron injection tank reboration and equipment repairs required before mode change are effected.

Neither the licensee nor the NRC plans a press release.

Region I will respond to media inquiries. Tt.a Commonwealth of Pennsylvania has been informed.

NRC, Region I. received notification of this event by telephone from the SRI in the control room at 2:26 p.m., November 17, 1980.

An ENS report was made to the NRC duty officer about 2:30 p.m.
