Dear Mr. Smith:

Your letter dated August 8, 1980 to the Chairman of the NRC was referred to me for reply.

In your letter you alleged that cheating on URC exams.took place while you were employed as an operator at Browns Ferry Nuclear Plant.

I have forwarded your letter to the Region II Office and asked that.they follow up on your concerns. A Region II investigator, Bob Marsh, was. unable to contact you by telephone and has written.you a separate letter requesting that you contact him to provide further details.

You state in your letter that you and other persons taking the operator exam were assigned questions to retain so TVA would.have a copy of the exam and that TVA also received exams from other plants. While there may be some similarities in questions from one exam to another, operator exams are specifically prepared for each examination session and the bank of possible questions is sufficiently large.to assure the examinees knowledge is adequately tested. Also, past operator examinations have been made available to individuals upon request under the Freedom of Information Act. Therefore, we.see nothing wrong with the practice of cnllecting and maintaining a file of past examination questions. However, we are interested in your allegations of cheating while examinations were in psogress.

You. enclosed a letter to Mr. Green of TVA in which you expressed concerns regarding other topics. These concerns were not referred to or expressed in your August 8, 1980 letter to the Chairman. As indicated in the second paragraph, we are anxious to discuss your concerns to facilitate our inquiry into these matters.

I appreciate your providing us the information forwarded in your letter and assure you that your allegation will be.the subject of an

. inquiry. Your assistance in providing further details to assist our inquiry would be appreciated.
