ashington, D.C. 20055 Dear Sir; You will find enclosed a letter which I wrote to Mr. H. J. Green at The 2rown's Ferry nuclear Plant on Janucryy 13, 1977 and its subsequent transmittal to T. H. Cash and J. R. Calhodn.

In =y letter I offer to expose cheating on URC exams that took place whild I was employed at Brown's-Ferry Nuclear Plant.

I was a licensed unit operator ($;* (OP-3653-1).

When I took the exam, the Assistant operations Supervisor assigned several o f the operators some of the questions to either write down or to memorize so TVA would have a copy of the exam.

I was personally assigned so=e questions.

Yle also received exa=s from other plants.

I do not know of any operator who took the exam while I was there that did.not know about the exam cheating.

NRC excniners did not keep track of

the examinees, so it was co=peratively easy feF to Call the control room to

have someone,look up the answers.

I understooH that at one time, a man was assigned to be FSAR to look up answers to questions phoned in by examinees.

Of course, you =ay know all this, and feel that it is not dangerous.

TVA of ficials are being less that candid with me' and I feel that they have done so with KRC for years.
