llh UNITED STATES ATOMIC ENERGY COMMISSION HA7.ARDS ANALYSIS BY THE RESEARCH AND POWER REACTOR SAFETY BRANCH DIVISION OF LICENSING AND REGULATION IN THE MATTE' OF YANKEE ATOMIC ELECTRIC COMPANY PROPOSED CHANGE NO. 35 DOCKET NO. 50-29 Introduction Pursuant to the provisions of Section 50.59 of the Commission's regulations, m_..._

"~~'

Yankee Atomic Electric Company in Proposed Change No. 35, dated May 28, 1963, requested authorization of a change in the Technical Specifications attached as Appendix A to License No. DPR-3.

This Proposed Change would provide for replacement of the solenoid operated valve in the pressurizer spray system with a motor operated valve.

Discussior Yankee has reported that the present solenoid operated spray valve has stuck in the open position on at least three occasions, requiring in one instance a depressurization and cooldown of the primary plant to restore proper valve operation.

It is their opinion that the motor operated valve which they propose to install will greatly improve the reliability of the pressurizer spray system to function properly. Although the motor operated valve will be somewhat slower acting and, consequently, will increase the response time for the pressurizer control system to react l

to an overpressure condition, we believe that any small decrease in t

safety because of the slower reaction time will be offset by the expected increase in reliability of operation of the valve.

Conclusion

c.

We have concluded that the proposed change does not present significant hazards considerations not described or implicit in the hazards summary report, and that there is reasonable assurance that the health and safety j

of the public will not be endangered.
