REQUEST FOR WITHHOLDING INFORMATION FROM PUBLIC DISCLOSURE (GRAND GULF NUCLEAR STATION, UNITS 1 AND 2)

By letter dated June 6,1980, Bechtel submitted information and an affidavit in support of the structural audit of Grand Gulf conducted by NRC in March 1980 and requested that the information be withheld from public disclosure. The request was granted by our letter dated July 25, 1980. On January 19, 1981, you submitted additional information in support of the audit, referenced the previously submitted affidavit, and requested that the January 19 submittal be treated the same as the June 6, 1980 submittal.

We have reviewed your reauest and material based on the requirements and criteria of 10 CFR 2.790 and have determined that the above-mentioned information sought to be withheld contains trade secrets, confidential, proprietary comercial or financial information.

We also have found at this time that the right of the public to be fully apprised as to the bases for and effects of the proposed action does not outweigh the demonstrated concern for protection of your competitive position. Accordingly, we have determined that the infomation should be withheld from public disclosure.

We therefore approve your request for withholding pursuant to Section 2.790 of 10 CFR Part 2 and are withholding the infomation transmitted January 19 from public inspection as proprietary.

Withholding from public inspection shall not affect the right, if any, of persons properly and directly concerned to inspect the documellt. If the need arises, we may send copies of this information to our consultants working in this area. We will, of course, assure that the consultants have signed the appropriate agreements for handling proprietary data.
