Docket No. 99900302/81-01 NOTICE OF DEVIATION Based on the results of an NRC inspection conducted on January 5-9, 1981, it appears that certain of your activities were not conducted in accordance with NRC requirements as incicated below:

Criterion V of Appendix 8 to 10 CFR 50 states:

" Activities affecting quality shall be prescribed by documented instructions, procedures, or drawings, of a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procecures, or drawings.

Instructions, procedures, or drawings sha incluce acp opriate quantitative or qualitative acceptance criteria for determining that important activities have been satisf actorily accomplished." Deviations from these requirements are as follows:

Western Piping and Engineering Company, Inc. (WP&E) Quality Assurance Manual, Section 11.0, Revision 2, Subparagrapn 11.2 states in part,

" Test Procedures include provisions for assuring that the Prerecuisites for given tests have ::een met, that adequate instrumentation is avail-able and used."

In addition, WP&E Hydro test Procedure 062X1S7A.

Revision 1, Paragraph 4.3, states in part, " Water Quality, (1) Chloride Content 20 PPM, maximum (for Stainless Steel) (2) Tap Water (For other material).

Contrary to the above, the Vendor did not determine the chloride level of tne test water u.:ed to Hydro test a Stainless Steel Penetration, Serial No. SN4423 prior to the start of the test.
