This refers to the QA Program inspection ccndacted by Mr. J. W. Sutten of this office on January 5-9, 1981, of your facility at San Francisco, California, associated with the Fabrication cf Nuclear Ccmponents and to the discussions of cur findings with you and memcers of ycur staff at tne cenclusion of the inscecti on.
This inspection was made to ccnfirm that, in the areas inspected, your QA Program is being effectively imclemented.
Tne inspecticn effort is not designed to assure that unique quality recuirements im::osed by a custcir.er are being imolementec; nor to assure that a specific areduct, ccmcenent or ser/ ice orovided by ycu to ycur custcmers, is of acceptable quality.
As you knew, tne NRC recuires each of its licensees to assume full respcnsibility for the cuality of scecific precucts, ccmpenents er services crecured frem otners.
You snculc tnerefore not ccnclude that the NRC's inspecticn exempts you frcm inspections by an NRC licensee or his agents nor frcm taking effective cor-rective acticn in response to their findings.
Areas examined and our findings are discussed in the enclosed recort. Wi thin these areas, the inspecticn consisted of an examination of orecedures and representative records, inter /iews with personnel, and cbservaticns by the inspector.
Curing the insoection it was found that the imolementation of your CA Prcgram failed to meet certain NRC requirements.
The icecific findings and references to the pertinent requirements are identified in the enclosures to this letter.
Please provide us within twenty-five (25) days of the date of this letter a wr'9:en statement centainin9, (1) a descriptien of steos that have been er will be taken to correct these items, (2) a description of steos that have been or will be taken to prevent recurrence, and (3) the date ycur corrective acticns and preventive measures were er will be ccmpleted.

In accordance with Seetion 2.790 of the Ccmmission's " Rules of Practice,"
Part 2, Title 10, Code of Federal Regulations, a copy of this letter with enclosure and your reply, tegether with the enclosed inscection report will be placed in the Ccmmissicn's Public Cccument Rocm.
If this report contains anj infonnation that you believe to be proprietary, it is necessary tnat you make a written application within twenty-five (2S) days to tnis office to withnoid :uen infomation from public disclosure.
The application must include a full statement of the reasons why it is claimed that the infomation is proprie-tarj. The application shculd be prepared so that any proprietary infomation identified is containec in an enclosure to the application, since the applica-tien witnout the encicsure will also be placed in the Public Cocument Room.
If we do not hear frem ycu in this regard within the scecifiec peried, the report will be placed in the Public Cocument Recm.
