This refers to the QA Program inspection conducted by Mr. Wm. D. Kelley of this office on October 20-21, 1980, of your facility at Trenton, New Jersey, associ-ated with the fabrication of structural ccmponents and to the discussion of our findings with you and members of your staff at the conclusion of the inspection.

This special inspection was made to confirm whether (1) the Tennessee Valley Authority reported deficiencies of rejectable voids and slag inclusions in the reactor vessel shield wall fabrication supplied by you for their Hartsville Nuclear Plant, Units A-1 and A-2, and (2) the Louisiana Power and Light Ccmpany reported deficiency of improper ultrasonic testing of reactor coolant pump supports, reactor coolant system pipe stops, pipe whip restraints, pressurizer supports, safety injection tank supports and other steel structures inside containment supplied by you for their Waterford SES, Unit No. 3, were properly processed and, evaluated to detennine the cause, corrective action, and report-ability, in a manner consistent with NRC requirements. As you know, the NRC requires each defect and/or deficiency of specific products, components or services to be evaluated to determine its cause, safety significance, generic impact, and reportability, in conformance with 10 CFR Part 21.

Areas examined during the inspection and our findings are oiscussed in the enclosed report. Within' these areas, the inspection consisted of an examination of procedures and representative records, interviews with personnel, and observations by the inspector.

During this inspection, it was found that you failed to meet certain NRC require-monts as identified by your customer. The specific findings and references to the pertinent reouirements and corrective action taken in your plant and at the nuclear plant are identified in the enclosure to this letter.

In accordance with Section 2.790 of the Comission's " Rules of Practice,"

Part 2, Title 10, Code of Federal Regulations, a copy of this letter together with the enclosed inspection report will be placed in the Ccmission's Public Occument Room.

If this report contains any information tnat you believe to be procrietary, it is necessary that you make a written aoplication within thirty (30) days to this office to withhoid such information frcm puolic disclosure.
