Description of Event

on May 11, 1981 with Unit I at 100% power and Unit II in Mode 5 (cold shutdown) a component cooling system pipe support was removed as per design change 80-S46 (ARS Review). At the time of removal, the snubber (a Unit II snubber on a Unit II system) was listed in both Unit's Technical Specifications. For Unit II in Mode 5 the removal of this snubber was permitted but its removal was not permitted by its inclusion in Unit I technical specifications. This is reportable pursuant to T.S. 6.9.1.9.b.

Probable Consequences of Occurrence Since the snubber removed was installed on Unit II system piping, its inclusion in Unit I technical specifications was not warranted.

Consequently, its removal while Unit II was in cold shutdown (Mode 5) where operability was not required was permitted. Therefore, the public

Cause of Event

At the time of removal the. snubber in question was listed in both Unit I and Unit II technical specifications although it was ins.alled on Unit II piping of a common system. The personnel involved were not aware that this snubber was listed in both units technical specifica*. ions.

The removal of the snubber while permitted for Unit II in Mode 5 (cold shutdown) where its operability was not required, was not permitted for Unit I which was in Mode 1 at 100% power.

Immediate Corrective Action

Written concurrence from the NRC was secured deleting the subject snubber from Technical Specifications of both unit's.

Scheduled Corrective Action No scheduled corrective actions needed.

Actions Taken to Prevent Recurrence This was an isolated incident. The administrative controls are adequate.

Generic Implications There are no generic implications to this event.
