O Appendix A NOTICE OF VIOLATION Consume: s Power Company License No. DPR-06 As a result of the inspection conducted on April 10 through May 8,1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the following violation was identified:

Facility Technical Specifiaction 6.4.1 states:

"A retraining and replacement training program for the plant staff shall be maintained under the direction of the Plant Superintendent and'shall meet or exceed the requirements and recommendations of Section 5.5 of ANSI N18.1-1971 and Appendix "A" of 10 CFR, Part 55."

10 CFR 55, Appendix A, Section 4.e states that a requalification program shall have " Provisions for each licensed operator and senior operator to participate in an accelerated requalification program where performance evaluation conducted pursuant to paragraphs 4a through 4d clearly indicate the need."

Contrary to the above, the licensee's existing requalification program is deficient in identifying accelerated training for licensed personnel failing to achieve a passing score on an individual section of the annual requalification exam.

This is a Severity Level V violation (Supplement 1.E)

Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office 4 thin twenty-five days of the date of this Notice a written statement or explanation in reply, including for each ites of noncompliance:

l (1) corrective action taken and the results achieved; (2) corrective action to be taken to avoid further noncompliance; and (3) the date when full com-pliance will be achieved. Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
