Gentlemen:

Millstone Nuclear Power Station, Unit No. 3 Proposed Revision to Technical Specifications. Accumulators By "B13110, Application for Amend to License NPF-49,extending Interval That Accumulator Can Be Inoperable,Due to [[Atomic Element" contains a listed "[" character as part of the property label and has therefore been classified as invalid. Concentration Outside Required Limit or for Reason Other than Closed Isolation Valve from 1 H to 72 H|letter dated December 11,1989]] (Reference (1)), Northeast Nuclear Energy

-Company (NNECO). submitted a proposed ' revision to the Technical Specifications for Millstone Unit No. 3.

In a subsequent discussion with the NRC Staff,

additional information was requested to clarify the changes proposed to the Action Statements. for an inoperable accumulator.

The purpose of this submit-tal is-to provide the Staff with the requested information.

The proposed changes, transmitted in Reference (1), would allow 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> to restore the inoperable accumulator (proposed ACTION statement 'a'), except as a result of a closed isolation valve or boron concentration, or 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />

-(proposed: ACTION statement

'c') if the inoperability is due to the boron concentration not being within the limits.

These proposed changes are being combined into a single ACTION statement.

Specifically, the revised proposed

' ACTION statement 'a' will allow 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br /> to restore the inoperable accumulator, except as a result of a' closed isolation valve.

It should-be noted that the significant hazards consideration discussion previously included in the "B13110, Application for Amend to License NPF-49,extending Interval That Accumulator Can Be Inoperable,Due to [[Atomic Element" contains a listed "[" character as part of the property label and has therefore been classified as invalid. Concentration Outside Required Limit or for Reason Other than Closed Isolation Valve from 1 H to 72 H|December 11, 1989, letter]] is still applicable for the above revised change. The revised Technical Specification page is provid-ed inLAttachment 1.
