HOPE CREEK GENERATING STATION DOCKET NO. 50-354 UNIT NO.-1 SPECIAb REPORT 90-001 This Special Report is-being submitted pursuant to the

. requirements of Technical Specification 3/4.3.7.5, Action 81' due to inoperability of the Filtration, Recirculation, and Ventilation System (FRVS)

Vent Radiation Monitor. for greater than 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br />.

On 4/2/90 at 1240 hours0.0144 days <br />0.344 hours <br />0.00205 weeks <br />4.7182e-4 months <br />, the FRVS Vent Radiation Monitor' was declared-inoperable to perform an I&C Department 18 month. channel calibration on the subject cmonitoring.: system.

Due to the-extensive requirements of the procedure and the complexity of the equipment, the system could not be. returned to operability within the 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> required by Technical Specifications.

Other requirements of the subject Technical-Specification (ie.-

initiating preplanned alternate method'of sampling)Ewere complied with.

It should be noted that this channel calibration is normally performed during refueling or extended maintenance-outages where operability of'the system is not required.

Because of scheduling conflicts during the past refueling outage

'(September, 1989 to November, 1989),

the subject surveillance 'was not performed during the outage.

As

such, to comply. with periodicity requirements, the surveillance was -initiated. on 4/2/90 in Operating Condition 1 (power operation).

The surveillance was completed and the system returned to an operable status on 4/10/90 at 1456.
