O Gentlemen:
This is to confirm certain aspects of the three-way telephone conversation involving Messrs. Alps, McBride and il111 yard of your staff, and Messrs.
Kuzmycz, Rentschler, and Floyd of the NRC on December 8,1981.
During that conversation it was pointed out that an approved security plan res-ponsive to the requirements of 10 CFP. 73.20 was needed before your facility could be authorized to receive fresh fuel in formula quantities.
It was suggested that you generate a separate annex to'your present plan for protecting the reactor against sabotage so as to simplify compliance with requirements for obtaining a facility clearance and classifying the plan under 10 CFR 73.20.
Inasmuch as we anticipate the need for one round of revisions of the plan, it is suggested that you provide us your initial submission no less than 60 days prior to your projected need for fresh fuel.
