SUBJECT:

ROUTINE EMERGENCY PREPAREDNESS INSPECTION AT THE ZION NUCLEAR

GENERATING STATION

This refers to the routine safety inspection conducted by Mr. T. Ploski and

others of this office on July 26-30, 1993. The inspection included a review

of authorized activities at your Zion facility. At the conclusion of the

inspection, the findings were discussed with those members of your staff

identified in the enclosed report.

Areas examined during the inspection are identified in the report. Within

these area'

the inspection consisted of a selective examination of procedures

and repres

tative records, interviews, and observation of activities in

progress.

During this inspection, certain of your activities appeared to be -in violation

of NRC requirements. This violation involved the failure to notify the State

of Wisconsin during an actual emergency declaration. However, as described in

the enclosed inspection report, the violation was categorized at Severity

Level IV and is not being cited because the criteria specified in Section

VII.B.1 of the " General Statement cf Policy and Procedures for NRC Enforcement

Actions", Enforcement Policy, 10 CFR Part 2, Appendix C were satisfied.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room,
