This refers to the inspection conducted under the Resident Inspection Program
by Messrs. M. W. Dickerson and G. L. Plumlee III, of this office during the
,
period March 1-31, 1982, of activities auth3rized by NRC Operating License
'
DPR-34, and to discussions of the findings with members of your staff at the
conclusion of the inspection.

Areas examined during the inspection and the findings are discussed in the
enclosed inspection report. Within these areas, the inspection consisted
of selective examination of procedures and representative records, inter-
'

views with personnel, and observations by the inspectors.
During this inspection it was found that certain of your activities
.
were not conducted in full compliance with NRC requirements, as set forth
in the Notice of Violation, enclosed herewith as Enclosure 1.
Consequently,
you are required to respond to this matter, in writing, in accordance with
the provisions of Section 2.201 of the NRC's " Rules of Practice,? Part 2
Title 10 Code of Federal Regulations. Your response should be baded on
the specifics contained in the Notice of Violation enclosed with this letter.
In addition, we are concerned about the iglementation of your program for
management control of your licensed activities that:
(1) permitted a
similar reoccurrence of the type of violation previously reported in NRC
,
Inspection Report 50-267/82-05, Enclosurell, Violation B.- and
reported in Violation B; of Enclosure 1 of this report and (2) presently
pemitted
a contamination problem to exist as reported in Enclos;ure 2, Paragraph 3.b
,

without being reported to the Shift Supervisor and other plant management
in a timely manner. Consequently, in your reply you should describe,
in particular, those actions taken or planned to improve the effectiveness
of your management control of the requirements of your license.

by telephone, within 10 days of the date of this letter and submit written
application to withhold infonnation contained therein within 30 days of the
date of this letter. Such application must be consistent with the requirements

of 2.790(b)(1).
The responses directed by this letter and the acconpanying Notice are not
subject to the clearance procedures of the Office of Management and Budget
as required by the Paperwork Reduction Act of 1980, PL %-511.
