As requested by Mr. D. B. Vassallo's letter of November 16, 1978, please find attached a copy of the draft radiological effluent technical speci-fications for McGuire Nuclear Station. These specifications have been modified to reflect the McGuire design.

The attache.1 specifications do not address waste solidification, since Duke does not agree with the NRC staff's definition of solidification.

It is our intent to submit proposed Technical Specifications on waste solidification after the nuclear industry reaches some agreement of the ANSI draft Standard on this subject (ANSI N 198).

Duke is evaluating the solidification system installed at McGuire in view of current NRC requirements on solidification and industry experience with this type system. Until this evaluation is complete and a course of action is determined, the installed solidification system will not be used.

In the interim, Duke is in the process of negotiating a contract for waste

solidification with an outside contractor and plans to use this service in lieu of the installed system.

The Offsite Dose Calculation Manual has not been completed; consequently, it is not included in this submittal.

It is anticipated that this docu-ment will be in draf t form and available for submittal to the NRC staff by January 12, 1979.

Af ter reviewing the attached, if there are any questions, we will be glad to meet with the staff to discuss this matter.
