RENEWED FACILITY OPERATING LICENSE NPF-30 REVISION TO TECHNICAL SPECIFICATION 5.3.1 AND DELETION OF TECHNICAL SPECIFICATIONS 5.3.1.1 AND 5.3.1.2 (LDCN 19-0013)
Pursuant to 1 0 CFR 50.90, Application for amendment of license or construction permit, Ameren Missouri (Union Electric Company) herewith transmits an application for amendment to the Facility Operating License, No. NPF-30, for the Callaway Plant.
The proposed amendment would revise Technical Specification (TS) Administrative Control (AC) 5.3. 1, under TS 5.3, Unit Staff Qualifications, and delete TS AC 5.3. 1. 1 and 5.3. 1.2 in order to remove details specified for the qualifications of certain positions within the unit staff since such details are already and appropriately specified in the Operating Quality Assurance Manual (OQAM).
At present, due to the duplication of requirements for unit staff qualifications as specified in both the TS and in the OQAM, any changes to these requirements would require processing an OQAM change in accordance with paragraph (a) of 10 CFR 50.54, Conditions oflicenses, in addition to processing a license amendment per 10 CFR 50.90, Application for amendment oflicense, construction permit, or early site permit. The purpose ofthis amendment application is reduce regulatory burden by allowing any future changes to the qualification requirements for unit staff personnel to be made by appropriately revising the OQAM in accordance with 1 0 CFR 50.54(a). Evaluation of such changes pursuant to 1 0 CFR 50.54(a) will continue to ensure that NRC approval is sought when required.
It has been determined that this amendment application does not involve a significant hazard consideration as determined per 1 0 CFR 50.92, Issuance of amendment. Pursuant to 1 0 CFR 51.22, Criterion categorical exclusion or otherwise not requiring environmental review, Section (b), no environmental impact statement or environmental assessment need be prepared in connection with the issuance ofthis amendment.
Further, this submittal does not contain new commitments.

ULNRC-06335 March 10, 2020 Page 2 The Callaway Onsite Review Committee has reviewed and approved the proposed changes and has approved the submittal of this amendment application.
Ameren Missouri requests approval of the requested license amendment prior to March 12, 2021.
Arneren Missouri further requests that the license amendment be made effective upon NRC issuance, to be implemented within 90 days from the date of issuance. Implementation of the amendment will include a conforming change to the OQAM that will remove a cross-reference to the text that is being deleted from the T$. This conforming change to the OQAM will not reduce commitments in the NRC-approved Quality Assurance (QA) program description.
Attachments 1 through 3 provide a markup of Technical Specifications, a markup of the OQAM exceptions to ANSI/ANS 3.1-1978 for the confonning change, and retyped Technical Specifications reflecting the proposed changes, respectively, in support of this amendment request. Attachment 2 is provided for information only.
In accordance with 1 0 CFR 50.91 Notice for public comment; State consultation, Section (b)(1), a copy ofthis amendment application is being provided to the designated Missouri State official.
