Crystal River Unit 3 Docket No. 50-302 Operating License No. DPR-72 IE Inspection Report Number 82-15

Dear Mr. O'Reilly:

Florida Power Corporation hereby responds to the violation cited in IE Inspection Report Number 82-15 as transmitted by letter dated August 20,1982.

NOTICE OF VIOLATION 10 CFR 50, Appendix B Criterion XVil requires measures be established to maintain records that furnish evidence of activities affecting quality. ANSI N45.2.9-1974, " Requirements for Collection, Storage and Maintenance of Quality Assurance Records for Nuclear Power Plants," as implemented by Crystal River FSAR paragraph 1.7.6.7.1.q.2, requires that temperature and humidity controls be established and documented to maintain an environment consistent with manufacturer's recommendations for the storage of film and other special process records.

Contrary to the above, measures,to maintain records that furnish evidence of activities affecting quality were not established in that the following conditions were noted:

  1. 3F-0982. Page RESPONSE Florida Power Corporation concurs with the stated violation. The reason for this violation is that the subject radiographs were being temporarily stored in the " Blue Building" vault while storage space was being made in the Administrative Building records vault. All Quality-related records have been inspected for damage and were returned to the Administrative Building records vault. Personnel have been instructed that only the Administrative Building records vault is to be used for storage of Quality-related records. Full compliance with the above requirements have been achieved.

The control of temperature and humidity for the storage of film and other special process is addressed by Document Control and Records Management Procedure Number 4.

However, Florida Power Corporation failed to provide the inspector with a copy of this procedure during his inspection.
