TURKEY POINT UNITS 3 AND 4 DOCKET.NOS. 50-250, 50-251 IE INSPECTION REPORT 82-40 FINUING:

10 CFR 20.203e requires that each ' area or room in which licensed material is' used or stored and which contains any radioactive material (other than natural uranium or thorium) in an amount exceeding 10 times the quantity of such material'specified in Appendix C of this part shall be conspicuously posted with a sign or signs bearing the radiation caution symbol and the words:

CAUTION (OR) DANGER, RADI0 ACTIVE MATERIAL (S).

Contrary to the above, the requirement to post. radioactive material areas was not met in that the steam generator blowdown pipe trenches, which contained licensed material in excess of 10 times 10 CFR 20 Appendix C, quantities were not posted. Failure to post this area-contributed to inadequate radiological control over work.in a _ trench on December 14, 1982.

RESPONSE

1.

FPL concurs with the finding.

In order to clarify the record, it should be noted that the citation agreed to in the exit interview was against 10 CFR 20.201, for inadequate surveys.

It is our opinion that.the citation should be as agreed. to in the exit interview.

2.

The material was in the trenches ~because during previods primary to secondary leaks the steam generator blowdown was contaminated and the trenches were not.

I conpletely decontaminated.

3.

As corrective action, the licensed material has been cleaned out of-the trenches.

4.

In order to avoid further problens, survey of the trenches has been put on a qua rterly schedule.

5.

Full conpliance was achieved prior to February 7,1983.
