SUBJECT:
Review of the Minnesota Emergency Preparedness Plan and Local Radiological Emergency Response (REP) Plans for the Monticello Nuclear Power Station In accordance with 44 CFR 350, the Federal Emergency Management Agency (FEMA) Region V has completed an evaluation of the Minnesota Radiological Emergency Response Plan site-specific to the Monticello Nuclear Power Station. This evaluation has been accomplished in accordance with the provisions of section 350.11.
Pursuant to section 350.12, FEMA intends to make a finding and determination with respect to the status of plans and preparedness in the vicinity of the Monticello Nuclear Power Station by April 30, 1984.
The following attachments are for your review and discussion with members of your organization who are directly involved in Regional Assistance Committee (RAC) activity.
Attachment A is a copy of the Regional Evaluation; Attachment B is a copy of the January 7,1981, Post-Exercise Evaluation; Attachment C is a copy of the March 2,1982, Exercise Evaluation; Attachment D is a copy of the February 23, 1983, Exercise Evaluation; Attachment E is a copy of the RAC Review of the Minnesota State, and Sherburne and Wright County Plans; Attachment F is a copy of the State's response to the RAC review.
Due to excessive volume, the actual plan, exercise scenarios, transcript of the public meeting, and other relevant materials are not attached. They are available for your review in Room 506, Federal Center Plaza, 500 C Street, S.W.

Regional Director's Evaluation, Site-Specific, Off-Site Radiological Emergency Preparedness Plans, Monticello Nuclear Power Plant
Reference:
FEMA-REP-5-MN-2 FEMA Region V submits the Minnesota State and the required local governments' Radiological Emergency Preparedness Plans which pertain to the 10- and 50-mile Emergency Planning Zone for the Monticello Nuclear Power Plant. This is in compliance with 44 CFR Part 350, FEMA Guidance Memorandum 16, and State and Local Programs and Support Associate Director's Memorandum, Procedural Policy on Radiological Emergency Preparedness, December 4, 1981.
The plans have been reviewed, exercised and critiqued by Region V and the Regional Assistance Committee.
Comments as to the soundness of planning have been furnished the State.
A public meeting was announced and held site-specific.
It is my opinion that off-site emergency preparedness planning for Minnesota relative to the Monticello Nuclear Power Plant now provides reasonable assurance the health and safety of the public can be protected in the event of an accident at the Monticello Nuclear Power Plant. There are, however, exceptions of specific elements as noted on the Regional Director's Evaluation.
Documentation of the entire plan review, exercise and comment process accompany this evaluation and is noted in the attached " Content of Transmittal." Further documentation and related materials are retained by FEMA Region V, which is the office of record for the plans.
