Dear Mr. Denton:
Proposed'L'icense Con'dition 18, Containment Purge Valve Operability, which was attached to Facility Opcrating License NPF-24 for Catawba Unit 1, required additional documentation in order to demonstrate the operability of valves VQ2A, VQ3B, VQ15B, and VQ16A which are shown on FSAR Figure 9.5.10-1.
The manufacturer (Borg-Warner) of valves VQ3B and VQ15B supplied these gate valves with Rotork electric motor operators set at 45 ft-lbs of output tor-

That torque valve will close the valves against a differential pressure of at'least 375 psi. The manufacturer (Grinnell) of valves VQ2A and VQ16A supplied these diaphragm values with Rotork electric motor operators set at 45 ft-lbs of output torque. That torque va1Ye will close the valves against a differential pressure of at least 200 psi. Both manufacturer's have verified that a differential pressure of 15 psi due to containment pressure buildup will have little effect when closing the valves. At pressures this low, the. torque required to overcome stem or packing loads is greater than the torque required by flow icading. All of the operators have been field checked to verify correct torque settings.
It is therefore concluded that these valves have the ability to close against the taildup of containment pressure following a design basis LOCA.
