10 CFR 50.55a 2CAN042001 April 9, 2020 ATTN: Document Control Desk U.S. Nuclear Regulatory Commission Washington, DC 20555
Subject:
Withdrawal of Inservice Testing Requests for Alternative Arkansas Nuclear One, Unit 2 NRC Docket No. 50-368 Renewed Facility Operating License No. NPF-6 By letter dated September 3, 2019 (Reference 1), Entergy Operations, Inc. (Entergy), requested NRC approval of several proposed alternatives for the Arkansas Nuclear One, Unit 2 (ANO-2) fifth 10-Year interval of the Inservice Testing Program. Two of those alternatives are PRR-ANO2-2019-2 and SRR-ANO2-2019-1 (Attachments 2 and 3 of Reference 1).
Entergy proposed in the request for alternative PRR-ANO2-2019-2 to utilize American Society of Mechanical Engineers (ASME) Code Case OMN-16, Revision 1, "Use of a Pump Curve for Testing," as an alternative to the requirements of ISTA-3130(b) for the ANO-2 Service Water Pumps. This code case is included in Table 2 of Regulatory Guide (RG) 1.192, "Operation and Maintenance Code Case Acceptability," as conditionally acceptable. In addition, this code case revision is applicable up to and including the 2011 Addenda of the OM Code. The Code of Record for ANO-2s fifth 10-year interval is the 2012 Edition.
The alternative presented in SRR-ANO2-2019-1 requested NRC approval to utilize the ASME Code Case OMN-13, "Performance-Based Requirements for Extending Snubber Inservice Visual Examination Interval at LWR Power Plants," Revision 2, as an alternative for establishing the intervals for the visual examinations of snubbers.
The Rulemaking for the ASME Code Case RGs was published on March 16, 2020 (Reference 2). Code Case OMN-16, Revision 2, was listed as an unconditionally approved code case in Table 2 of RG 1.192. Likewise, Code Case OMN-13, Revision 2, was listed as an approved code case in Table 2 of RG 1.192.

2CAN042001 Page 2 of 2 With the rulemaking approving the use of Code Cases OMN-16, Revision 2, and OMN-13, Revision 2, and becoming effective prior to the beginning of the ANO-2 fifth 10-year interval, there is no longer a need for request for alternatives PRR-ANO2-2019-2 and SRR-ANO2-2019-1. Therefore, Entergy is withdrawing requests for alternatives PRR-ANO2-2019-2 and SRR-ANO2-2019-1 from further NRC review. Entergy requests the NRC to continue review of the two remaining requests in Reference 1 (i.e., PRR-ANO2-2019-1 and VRR-ANO2-2019-1).
No new regulatory commitments are included in this submittal.
If there are any questions or if additional information is needed, please contact Riley Keele, Manager, Regulatory Assurance, Arkansas Nuclear One, at 479-858-7826.
