Dear Ms. Weiss:

In my letter to you of May 3, 1985, I explained'that Mr.

Clark's letter to the Commission of April 26, 1985 (5211-85-2084, Steam Generator Tube Rupture Analysis), was pre-pared without the benefit of your letter to me of the same date.

I.also confirmed that GPU Nuclear staff had subsequently compared the description of the safety analysis assumptions in your April 26 letter with Mr. Clark's description of them (which were based on your earlier telephone conversations with me) and found them to be-consistent.

In your letter to the Commission of May 6, 1985, you state that the description of UCS Assumption #1 in Mr. Clark's letter l

is not accurate.

As you know, we did not quote from the April 18 UCS handout to describe this assumption because you 9

4 Ignoring for the moment a potential fourth UCS version of this analysis assumption from our. conversations, we now have these three written versions of the first UCS analysis assump-tion:

" Assume plant operation in accordance with technical-specifications, i.e. some safety equipment inoperable" (UCS handout, April 18, 1985.)

"What is meant is that the analysis should assume the availability of only that safety equipment which is required to be operable under the TMI-1 license for unrestricted operation of the plant, i.e.,

only that safety equipment necessary to satisfy the limiting conditions for operation."

" Assumption #1, which is fully consistent with the Standard Review Plan as spelled out in my April 26, 1985 letter, is that the plant is operating with that equipment required to be operable for unrestricted operation, as dictated by the TMI-1 techni-cal specifications."

i UCS contends that GPU Nuclear has misinterpreted the UCS assumption by the statement in Mr. Clark's April 26 letter that this would call for postulating the unavailability of both die-sel generators.

The TMI-l Technical Specifications include as part of the Limiting Conditions for Operations a.T.S. 3.7.2 which specifies that "Both diesel gen'erators shall be_ operable except that from the date that one of the diesel generators is made or found to be inoperable for any reason, reactor operation is permissible i

Thus, operation is permitted at full power for a period of 7 days with one diesel generator inoperable.

We are not aware of a Technical Specification definition of unrestricted operation.

Consequently, we consider Mr. Clark's April 26 letter to be a valid interpretation of the UCS assumption.

Nevertheless, we appreciate your clarification that UCS intended to describe a Standard Review Plan analysis.
