Virgil C. Summer Nuclear Station Docket No. 50/395 Operating License No. NPF-12 Plant Technical Reviewer Qualifications
Dear Mr. Denton:
South Carolina Electric and Gas Company (SCE&G) hereby requests a change to the Virgil C. Summer Nuclear Station Technical Specifications, Section 6.5.3,
" Technical Review and Control." This proposed change is being requested to correct inadequacies in the current Technical Specification wording which were identified by the NRC during an inspection at the plant. The change is necessary to close Inspector Follow up Item Number 83-15-07, which stated that the current Technical Specification requirement was "too narrow in scope."
Currently, Specification 6.5.3.l(e) requires individuals responsible for reviews performed in accordance with Sections 6.5.3.l(a) thru (d) of the Technical Specifications to meet the qualification requirements of Section 4.4 of ANSI 18.1, 1971.
As noted in the above referenced Inspector Follow-up Item, this section of the ANSI Standard does not address all of the individuals at the facility designated by the Director, Nuclear Plant Operations to be qualified procedure reviewers. SCE&G therefore proposes the Technical Specification be revised as indicated in Attachment 1.
This change would establish consistent qualification requirements for personnel at the plant designated as qualified reviewers.
SCE&G proposes the change involves a no significant hazards determination, and includes a discussion of this finding.
This amendment has been reviewed and approved by both the Plant Safety Review Committee and the Nuclear Safety Review Committee.
In accordance with the requirements of 10 CFR 170, a check in the amount of one hundred fif ty dollars ($150.00) is enclosed to initiate processing of this request.
