I approve the staff recommendation that materials licenses that need to be renewed be done for a 10 year term. The staff arguments presented suggest that license renewal every five years is not a good use of resources. However, the staff fails to show the benefits from license renewal every 10 years. I therefore recommend that in addition to the 10 year renewal, the staff consider and report back to the Commission on moving to an annual registration in lieu of periodic application for license. The registration should be tied to certification that the licensee is complying with applicable regulations, license terms and conditions, and is remitting appropriate fees. This action would be consistent with the Commission's letter to Senator Faircloth, in that it would eliminate the requirement to renew licenses for some or many materials licensees if it provides little or no health and safety benefit, and will provide an opportunity to ese risk-informed decision -making in this area.
