McGuire Nuclear Station Reply to a Notice of Violation Violation 50-369.370/96-08-02 Technical Specification 6.8.1 requires, in part, that written procedures shall be established, implemented, and maintained covering the activities referenced in Appendix A of Regulatory Guide 1.33, Revision 2, February 1978.

Regulatory Guide 1.33, Revision 2, Appendix A, section 8.b addresses procedures for surveillance testing required by Technical Specifications.

Contrary to the above, McGuire Periodic Test procedure, Annulus Ventilation System Train B Operability Test, PT/1/A/4450/03B, was not adequate. Specifically, on September 29,1996, it was identified that PT/l/A/4450/038 did not contain adequate instructions to ensure that the containment system annulus ventilation system preheaters remained energized for at least 10 hours1.157407e-4 days <br />0.00278 hours <br />1.653439e-5 weeks <br />3.805e-6 months <br /> during surveillance testing.

This is a Severity Level IV violation (Supplement 1).

Reolv to Violation 50-369.370/96-08-02 1.

Reason for the violation:

The reason for the violation is a lack of attention to detail in preparing test procedure PT/1/A/4450/03B. The procedure documented that the preheaters were working when the test was 1

started, however, the procedure did not include a step to reverify preheater operation at the end of the test.

i Since Train B of the annulus ventilation system was being tested at the time the procedure inadequacy was discovered, a procedure change was immediately initiated to require reverification of preheater operation at the end of the test.

No similar events have occurred since implementation of this corrective action.

Corrective steos that will be taken to avoid further violations:

No additional corrective actions are planned.

4. Date when full comoliance will be achieved:

McGuire Nuclear Station is now in full compliance.
