A synopsis of changes is included to facilitate review.
The changes in Revision 6 do not decr~ ease the safeguards effectiveness of the Plan and are submitted pursuant to CFR 50.54 (p) (2).
Since a portion of the enclosed revision 6 pages contains safeguards information, it is requested that this revision be withheld from public disclosure pursuant to 10 CFR 73.21.
