Yankee Technical Specification for First Level Undervoltage Protection Surveillance

Dear Sir:

Pursuant to Section 50.59 of the Commission's Rules and Regulations, the Yankee Atomic Electric Company (NAEC) hereby requests the authorization to make the following change:

Proposed Change Reference is made to the Yankee Nuclear Power Station (YNPS) Operating License No. DPR-3, We propose to modify Technical Specification Tables 3.3-2, 3.3-3, and 4.3-2, to require an 18-month functional test of the first-level undervoltage protection for each of the three 480 V emergency buses.

The amended Pages 3/4-3-12A, 13A, 14A, and 15A are attached.

Description of Change 1.

Technical Specification Pages 3/4 3-12A, 3/4 3-14A, and 3/4 3-15A o

Functional Unit No. 4, Loss of Power, have been technically modified to include the information necessary to test the 480 V Emergency Bus and administratively renumbered.

Technical Specification Page 3/4 3-13A Action Statement No. 23 is added to a new page to provide a o

statement of action to be performed when the number of OPERABLE channels or sensors are less than the total number of channels or sensors.

l United States Nuclear Regulatory Commission January 5, 1988 Attention: Office of Nuclear Reactor Regulation page 2 FYR 88-03 Reason and Basis for Change Presently, testing of the first-level undervoltage protection relays is not included in the Technical Specifications, only in Operating Procedure (OP-5762).

In Reference (e), the NRC requested the Technical Specifications be amended to require testing of the first-level undervoltage protection relays on a refueling cycle basis of at least once per 18 months.

Safety Consideration This change is requested in order to add a new requirement to YNPS Technical Specifications and, has been evaluated and determined to involve a no significant hazards consideration.

The proposed change does not:

1.

Involve a significant increase in the probability or consequence of an accident previously evaluated.

The addition of this testing requirement to the Technical Specifications will give further assurance that the first level undervoltage protection relays will perform as designed. Thus, this change will not involve a significant increase in the probability or consequence of an accident previously evaluated.

2.

Create the possibility of a new or different kind of accident from any accident previously evaluated.

The testing of the first level undervoltage protection relays will be performed during modes of plant operation when these relays are not required for plant l

protection. Therefore, this testing does not create the possibility of a new or different kind of accident from any accident previously evaluated.

3.

Involve a significant reduction in the margin of safety. The testing of these relays will verify that they perform as designed and thus will not involve a significant reduction in the margin of safety.

Additionally, the significant hazards consideration is based on the guidance provided by example in 48FR14870.

The change described herein is classified according to the following example of actions involving no significant hazards:

1.

A change that constitutes an additional limitation, restriction, or control not presently included in the Technical Specification, for example, a more stringent survelliance requirement.

Based on the consideration contained herein, it is concluded that there is reasonable assurance that operation of the Yankee plant consistent with the proposed Technical Specification will not endanger the health and safety of the public.

This proposed change has been reviewed by the Nuclear Safety Audit and Review Committee.
