EXPERIENCE WITH THE R SED ENFORCEMENT POLICY In a staff requirements memorandum (SRM) dated June 16, 1995, the Commission approved revisions to the Enforcement Policy based on a 1994/1995 enforcement program review. The revised Enforcement Policy became effective upon publication in the Federal Register on June 30, 1995.
The Commission's SRM also requested that the staff provide the Commission with a report based on the experience with the revised Policy, including consideration of public comments after approximately 18 months of experience under the new Policy. On February 5,1997, the Commission published a notice in the Federal Register announcing the public's opportunity to comment on the revised Policy.
Response was limited to the Nuclear Energy Institute (NEI) and the Region IV Utility Group (RUG IV).
The purpose of this memorandum is to request your comments and thoughts on the agency's experience with the revised Policy. This may include your penonal views, feedback from your staff, and feedback you may have received from licensees and members of the public.
I am also interested in any recommendations you may have for improvements to the enforcement program and revisi a s to the Enforcement Policy. Non-escalated enforcement is an area we are aware needs more attention. However, any specific thoughts for improvements in this area would be appreciated.

Are press releases for open conferences worded appropriately to reflect the predecisional nature of the meetings?
Should credit for past performance continue to be based on a facilities
