I am responding to your memorandum of May 21, 1997,'on the above subject.

l Overall, the enforcement policy is considered to be working well. A few specific comments were identified and are noted bel,w.

1.

The most comprehensive review of the enforcement program was the task force report " Assessment of the NRC Enforcement Program" dated April 5, 1995. The overall assessment-is still valid.

2.

The weekly enforcement boards are very effective. NRR sees them as greatly enhancing the consistency among regions and NRR on enforcement

In addition to the issues brought up in your memo, NRR recognizes the challenges facing the agency in the areas of 50.59 changes and FSAR/ design i'
