Gentlemen:
This refers to the routine safety inspection conducted by Messrs. R. L.
ic a e

and R. J. Leemon of this office from March 16 through April 30, 1988,,
activities at Point Beach Nuclear Plant, Units 1 and 2, authorized by NR(.,
Operating Licenses No. DPR-24 and No. DPR-27 and to the discussion of our
findings with J. J. Zach at the conclusion of the inspection.
The enclosed copy of our inspection report identifies areas examined during
the inspection. Within these areas, the inspection consisted of a selective
examination of procedures and representative records, observatic'ns, and in-
terviews with personnel.
During this inspection, certain of your activities appeared tu be in violation
of HRC requirements, as specified in the enclosed Notice. A written response
is required.
In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC
Public Document Room.
